Bucaram Ortiz (born February 20, 1952 in Guayaquil) is an Ecuadorian lawyer and politician, president of Ecuador between 1996 and 1997, former mayor of Guayaquil and founder and member of the Partido Roldosista Ecuatoriano [1] (PRE). He was also a sprinter in the 1972 Olympic team, the police chief of Guayas and the president of Barcelona Sporting Club, a soccer team from his hometown.He was dismissed from the Ecuadorian presidency by Congress on alleged grounds of mental disability (incapacidad mental).The parliament makes this decision with simple majority, without having most of 2/3 parts like it indicates the constitution of the Ecuador. In his substitution it is named the parliaments president, Fabian Alarc?n, in the vice-presidents detriment Rosal?a Artega.He exiled to Panama City on corruption charges until Saturday, April 2, 2005, after the corruption charges were lifted on Friday. He was in Guayaquil for about two and a half weeks. The corruption charges against him were reinstated after Lucio Gutiérrez was forced to leave the presidential palace in Quito. He went back into exile in Panama City.On Ecuadorian TV interviews, Bucaram has said he likes cow-stomach (guatita) soup, playing guitar and playing basketball. While officially visiting Peru during his presidency, Bucaram showed up on TV eating ceviche with Alberto Fujimori, both wearing alpaca-hair hoods. Abdal?s paternal grandparents were both Lebanese. His house in Guayaquil is located in Kennedy Norte, a neighborhood next to Sim?n Bol?var International Airport.He is commonly known – and was, even during his presidential term – by the epithet El Loco: The Madman.
