Telecommunications Regulatory Authority IntroductionLegislation European funded project Links to RelevantSites IntroductionThe Government of Lebanon will create an independent Telecommunications Regulatory Authority (TRA) in line with the Telecommunications Law of July 2002. It is an objective that the TRA will become a model of good governance to serve as an example for other public sector institutions in Lebanon.Important Note:The TRA does not yet exist. This website is transitional and was created to provide some information about the work that has been undertaken by Eurostrategies within the European funded project in preparation for the establishment of the TRA. This website will be revised when the TRA has been established.The Mission of the TRA as proposed by Eurostrategies is:?To regulate the telecommunications sector so as to achieve a competitive environment delivering a range of high quality services at competitive prices, so as to assist in the development of the Lebanese economy for the benefit of businesses and all the citizens of Lebanon?.The TRA will have responsibilities in six main categories:1. Licensing of telecommunications operations and services and compliance with licence conditions and other regulations.2. Management and monitoring of the radio frequency spectrum.3. Technical matters covering topics such as: Interconnection; Numbering; Standards; Type Approval; and Quality of Service.4. Consumer affairs; Public relations; and Protection of the consumers? interests.5. Economic and financial matters covering such aspects as: Policy; Market analysis; and Tariffs.6. Support and administrative services for the TRA including: Financial affairs; Internal auditing; Human resources; IT amp; information systems; and General internal services.The Lebanese Ministry of Telecommunications (MoT) presently carries out some of these regulatory functions. When the TRA has been established, all regulatory activities in the Ministry will transfer to the TRA. Until then, any inquiries regarding current regulatory activities/subjects in MoT should be addressed to MoT (www.mpt.gov.lb)
